On 19th March 2014 the creative team of the Literary Philharmonic” project " visited Kuzovatovsky district. The district culture house hosted a meeting of “community of the muses" in which V.A. Uglach, Ulyanovsk artist, a member of Union of artists of Russia; the poets; members of the Union of writers of Russia Victor Malakhov and Alexander Laikov and Dmitry Iasulis, a young poet, took part. Victor Alexandrovich held Master class on watercolor painting for the students of Kuzovatovskaya art school.
The meeting was dedicated to the world day of poetry, which is celebrated annually on 21st March.

On 1st September 2013 Master class of a watercolor painting of V.A. Uglach was held in the town of Inza of Ulyanovsk region. Victor Alexandrovich showed the talented beginners the "wet watercolor" technique and told them about some subtleties of his skill.
